The Forum of Heads of Local Government Administration in Nigeria (FOHOLGAN) has called for the full implementation of financial autonomy for local governments across the country.
FOHOLGAN’s national president, Abdulrahman Marafa, made the call at the organisation’s Fifth Annual Delegate Conference in Abuja on Wednesday. The event, themed “Sustaining Professionalism in Local Government Administration in Nigeria,” brought together technocrats and stakeholders from all 774 local government areas.
Marafa expressed frustration that local government autonomy is being politicised despite a Supreme Court ruling granting them the right to direct funding. He said financial independence is constitutional and necessary for councils to deliver better services at the grassroots.
“Respect for the three tiers of government—federal, state, and local—is crucial. Local governments are often restricted by state authorities, and giving them financial autonomy will allow them to function effectively,” he said.
He also dismissed allegations of fund mismanagement, noting that many councils are implementing multi-million naira projects. Marafa highlighted his administration’s achievements, including stronger collaboration with other organisations, increased participation at conferences, and greater professional engagement among members.
Osun State Commissioner for Local Government and Chieftaincy Affairs, Dosu Babatunde, urged state governments to act on the Supreme Court ruling, saying delays in releasing funds were slowing grassroots development. “Local governments are closest to the people. Empowering them will improve services and drive community development,” he said.
The conference also recognised outstanding local government officials and elected new forum executives. Christopher Maikalangu, chairman of Abuja Municipal Area Council (AMAC), accepted his award on behalf of his team, citing major projects such as roads, schools, and other infrastructure.
He thanked his team and supporters, urging everyone to work together to strengthen local governments and improve lives at the grassroots.
